Openreach charge all service providers "line rental" for any access network connection whether it's POTS, ADSL, VDSL "fibre" or actual FTTP.

In the UK line rental pays for Openreach (used to be run by BT) to maintain the central broadband and telephone network. All providers can access this network meaning they compete keeping prices low.
Additionally if a provider like Kcom, Sky or virgin media use their own infrastructure and network to connect customers then the customer doesn't pay line rental.
I know in Americuck and other third world shitholes the networks are all private meaning certain providers only offer coverage in certain areas and prices are very high meaning its essentially a cartel.
