GDM requires logind for session managemanet, that is all.

You can use GNOME without system by using something else instead of logind, which is what *BSD do.

The reason you see it hard-depend on logind on Linux is because the people developing the distros like fedora, centos, rhel, sled, sles, etc etc actually have jobs, experience and know better than you.
