I'm too much of a young fag to have been around during the golden age of IRC but it still feels super comfy.
If you boys are interested I think I'll take this opportunity to shill this ssh chat I've been using recently.
It's called sshtalk done by 2 ton digital
Simply ssh into 2ton.com.au and then setup an account. Once in ctrl + j to join a room or if that room doesn't exist whatever you typed will turn into a new room. I know some guys used to hang out in the "g" room but it's not as active anymore.

Discord has big fucking circles and sidebars you cant remove or downsize. It takes up an obnoxious amount of screen space to do basically nothing but display a text message.

Hexchat is good if you hang on channels on many different servers

If you visit a lot of channels on just one server(like Freenode), Konversation has the best bookmarking features and a slightly better interface than Hexchat

There's books on literally everything in computer technology, why wouldn't there be any on IRC? Not that there are very many though, the notable ones are basically only "The Book of IRC" shown in OPs post, and "IRC Hacks" by Paul Mutton. Is/was it better to hunt down good information piecemeal from various sources scattered all over various manpages and websites? The authors of those two books gathered toghether all the best info on the matter. what could be possibly wrong or bad about it?
