coming out of sleep will be the same, except in the case of the machine losing power, which is not covered by normal sleep

since it's a desktop, you know when it will lose power (when you unplug it), so for those cases use hibernate instead

also, sleep/hybrid-sleep/hibernate have nothing to do with restarting
you might be thinking of win8+'s "fast boot", which is a kind of hybrid-hibernate, where user sessions are closed, then the machine is hibernated
you can't avoid writing a file for that, you can disable fast start though
it doesn't serve much of a purpose imo, it can't be used through updates, and what other reason do you have to restart your machine? just use sleep
