Anyone seen good instructions for creating webm files over 1 minute but under 4mb in size? I've tried using VideoPad Video Editor, XMedia Recode, but can't get anything over 1 minute in length. Seems like a lot of instructions just suggest removing audio and cropping the video down to under a minute.

ffmpeg, just set -fs 4096K, if you omit bit rate it'll automatically set it to something that achieves that, if the bit rate is too low then also lower the resolution

Yeah, this. I thought audio was coming site wide after it was demoed on the gif boards (the same way webm was trialed on a few boards then went site wide) but it's been years now and nothing.
I think the prevailing excuse is "muh screamers", but that's a hard sell when screamers all but disappeared off the sound boards after the novelty wore off a month after it was made available. I really want sound on boards that focus on mediums with sound like /mu/, /tv/, /v/, etc.
Could also have a lot of use on /sci/.
