Probably your video card. Make sure your power connectors to it are plugged in securely and your power supply can handle it. Also check your BIOS and make sure it recognizes PCIe (assuming it is) as the primary card first.

Your 12V rail current is the spec to look at for your power supply. Depending on the card, could easily take 38A or more but you'll have to check with the manufacturer to know.

If it's dual 6pin or 8pin in, try and use separate 12V rails from your power supply too. Usually they are marked in a way you can tell if you have a dual 12V supply.
