Bad questioning. Could anyone suggest me a low budget setup for 3d animation/rendering/modelling? Or tell me on what parts i should spend more money on. The pc i have is limiting me already

Depends on your software I believe, it will all be GPU accelerated so I'd focus on getting a GPU that performs well in your software package, some use CUDA and others use OpenGL/CL.

What software are you using?

Literally just order a w520. I got mine 16 gigs ram and 2gig quadro card for $350. You need a quadro or firepro; gaming gfx cards dont do shit for cad. I guarentee u a new $1000 gaming pc will not outpreform a w520

Quadro/FirePro GPU.
CPU must have as many cores as possible,
frequency jerking is irrelevant. Learn to calculate bandwidth.
The most important part: Shitloads of RAM. Maximize motherboard capacity.
2 or 3 SSD's, 1 as cache machine.
