The difference is greenteaOS wants to build an x86_64 os that works well with windows 7 and 8

None at the moment. The goal of ReactOS is to become an Open Source equivalent to Windows, so for now the best you can do is try ReactOS on a VM and see if the programs you use daily also work on it or not.
