That was a legitimate criticism of Bulldozer which basically had hardware multithreading and half the number of advertised cores. Which wasn't a terrible idea, except Windows scheduler couldn't leverage the extra resources and it was generally shit.

Ryzen uses a much more Intel-like architecture with discrete cores that virtually hyperthread.
