What platform, IBM PC Compatible?

Arachne and Lynx.
Netscape and old versions of Internet Explorer.

But do you want to use it daily and as a main browser? Chrome will probably scale the best with low end machines these days. Internet Explorer works great too if you are really limited, because it's running in kernel space, if you like to trade the risk against the performance.
