You can just go to a phone store.
You can buy an unlocked GSM carrier phone, and it will work outside of the US.
Good luck finding a good selection though, most phone stores sell carrier specific phones. Don't go to Best Buy, I just had a nightmarish experience buying a phone(which I returned) from there.
