Why do you need more than 4 cores anyway?
Is your 20 weak cores Ryzen really being efficiently used over what you get out of 4 powerhouse intel cores??

For most people no. They're gonna pretend to use it and maybe try out some programs occasionally that might use it. But for some people, like the game streamers it was marketed to, it would be nice to be able to run one big program and another by its side as both need the processing power.
Certainly then you have to consider the raw processing power available to others. Servers, other encoding tasks, 3D, virtual machines, encryption/decryption, and so on. Most people don't need these things.
It's a great bargain if you're into the VFIO stuff too if you can tolerate its problems that aren't present in X99 and don't want an 5820K for $200-250 or whatever it goes for these days. The added bonus of some random programs being sped up like 7zip won't hurt either, though this is typically not a big deal unless you're packing and unpacking many, many terabytes for some reason.

it's possible that this would happen because small cores don't take up a lot of space on the die so it's not like intel or AMD would lose money doing this.

This is at a dead-end. Even Intel is moving to 6 cores soon. Face it, the future is more cores. (No, they won't clock or OC anywhere near as high as the 4 core CPUs)
