If this happened randomly as you turned your laptop on then your chipset and GPU need to be reballed. Turn it off and on repeatedly and it will eventually boot. It will progressively worsen.

If this is a normal computer that you haven't fucked with recently, then the hard drive is no longer boot able. 9 times out of 10 it can't be restored, most likely a problem with the health of the drive. Your files are gone
