You can get any DE available for GNU/Linux on Ubuntu, either by instaling it yourself, or by installing a version of Ubuntu that comes preinstalled with it.

Unity is encredibly efficient in terms of workflow and ergononics as far as mainstream desktop environments go, whether you personally like it or not.

I never got this. I went from windows straight to Arch(Antergos) and I haven't had a single problem in 2 years. Frankly I think this meme is bullshit. Or people with poor reading comprehension or otherwise dumb people are using it.

As for myself, I'm following the carnage of the ransomware attack with the ghoolish fascination of a traffic accident onlooker. Also pondering attack vectors and seeing if they could have any impact on my rather enjoyable linux box where I run windows in a fucking sandbox when needed.

I assume you mean DE as the things you mentioned were DE related (except for the arch meme).

They are supposed to be this way.
In the case of unity, they forced a layout which made them different, so you could instantly recognize that the person was using unity.
But a lot of them have a default setup which is so annoying you want to change it to your liking but not so shit that you can't use it while you make the changes.

Eg, the default wallpaper should be something simple and boring, maybe with logos relevant to the DE or distro.
When a pedo like you comes along, you might want to put anime pictures all over the desktop
It should be easy for you to do this, but it shouldn't be the default.

Since your main gripe so far has been the placement of the panel, why not pick a DE where you can select this?
kde, mate, and xfce are all decent choices, but if you need to have everything setup for you, kde neon is a decent kde distro.
The panel is at the bottom by default and the you can modify just about anything.
Personally, I find it to be the only DE that is usable if you prefer to use a keyboard over a mouse.
