Xubuntu is buggy. Go with regular Ubuntu or Debian + Xfce.

The horizontal screen tearing was the only annoying part, solution was to install compton and force full composition pipeline on my GPU.
I run i3wm anyway so I am rarely moving floating windows around, was mostly a concern for mah taiwanese motion pictures.
If you are starting into the linux world it is ok to begin with xubuntu, later you can try manjaro xfce is a rolling release SO, and it is easy to install too, however go ahead.

from a n00b to another n00b if upgrading xubuntu from 16-17 is anything like when i upgraded ubuntu mate from 16-17 terminal commands changed, which using 16 would be better for a total n00b so he could get help online easier
command changers were things like to get updates it's just "apt update" not "apt-get update" other commands like "make" are non-existant now. 17 will be better for n00bs once there's more information out there to help make things easier for them.
