My country is full of shit (not india) and can't into fiber properly (fiber at 100mbps lmao) while 4G is fucking limited to 10mbps-50mbps with 60% reliability. The ISPs decided to go ahead and turn 3G antennas into 4G when they can't even reach a full DC-HSPA of 40mbps. Now even 3G which used to be stable 20mbps is now dead (-100dBm). Fucking dirty hacks and Carrier-grade NAT is killing me. They even spoof google.com so the ping would show lower latency like fucking 86ms average for a local google spoof server that is only a few km away

It depends. Theoretically if the end ISP where the website is hosted is intentionally slower (freemium servers) then it would be slow regardless. If the server uses load balancing and firewall limit then it would still be slow although utilizing the maximum possible speed. Youtube or other CDNs will provide 80-100% speed.
