Get an external DAC and amp, even a chink one will be miles ahead of any internal card.
An internal soundcard is limited by the very electrically noisy environment. It only takes one shoddy component or design out of the thousands in your PC to cause sound problems.

The inside of your PC case is gonna have a lot of RF and you'll especially have issues if you sandwich it up against a GPU that's running hundreds of watts through little traces and VRMs. Only way to make an internal card sound good is tons of shielding. Hell, I get noise in my speakers if the cable gets too close the the back of my PC.
I have a hifi amp and some old mission speakers plugged into my mobo's onboard sound. Headphones plug into amp when needed. Sounds amazing. Unless you're going to inspect the room inch by inch with dedicated sound monitoring tools and coat the walls with acoustic foam, whatever you can knock together on a budget will be good, with or without a dedicated sound card.
