I think they ban ranges of IP addresses, from posting, based on country to location or what services are run typically on those ranges, I think.

I been trying to get Comcast to change my up address. They sent me on so many wild good chases that did nothing. Even had me unplug router for 24hours which was painful. Offered to pay $50on live chat and they still said they couldn't change it. I might just change isp

I don't know about 4chan, but on 1127ching all you need to do is close all the tabs you have open of that website, clear your cookies, obtain a new ip (usually by restarting your router), and you have successfully ban evaded

in my country you have to pay extra for a static IP.
So a dynamic IP is very common, and it changes at least once a day automatically.
I can force the IP change with restarting my Router.
