No it's not. The private flag has always been enabled.
You couldn't scrape it since the public keys were banned every month, and search was disabled for public users. It was a private tracker with a narrow window for public users who knew how to google.

Paid freelancers wouldn't even need the google translate version. If I'm paying, I'd rather pay for a real freelancer translator. Still, that's pretty much the logic of every fansub group, if they get donations they can continue translating, otherwise they stop when the project runs out of sources (such as a person's free time).
There're quite a bit of fansub groups though, I doubt the lack of fansubbers will become an issue in the near future, people from /a/ for example would do it just for fun and attention if nobody did a certain series, like when Youjo Senki was being delayed, a bunch of suppers pop'ed out of nowhere, though it turned out to be wasted efforc since CR released it eventually and HS ripped it.

I think the server is crashing because of overload in exceptions. Register doesn't work atm, so when a huge amount of people come in to the site and tries to register, it will time out and crash because of RAM reaching it's limit. This happened to two of my servers. File get content train, one down, all down.
