I think it might be fixed now, but Windows Update was broken for like ~6 months where certain important prerequisite updates were moved and the catalog still pointed to the old location, causing any copy of windows 7 without them (i.e. a pre-sp1 retail build) to be unable to update.

You had to find a list of the missing updates, download the redist versions, and install them manually.

but how does a blinking start menu caused by user error affect anything? I just started my laptop and held it down for 30 sec. start menu opened normally as soon as I let go. If it crashed, corrupted a file or literaaly did anything but flash I would agree 100%. Only thing it did was get me to bite the bait and spend time holding two keys to open a start menu 3000 times.
