That was a guy who's nickname was literally Nyaa. He was the host of the domain, and according to quite a few people, extremely quiet and autistic.
He basically kept to himself, rarely discussed anything with anyone, or even had any influence inside the Cartel.
The Nyaatorrents site even started as a hobby for him. But regardless of all this, he's the one at fault for not having allowed anyone to copy the db, or even made copies by himself for that matter, and obviously marking the domain for deletion on a really ridiculous basis.

Basically, Commie and crew (several others, as well) had moderator access to Nyaa.

Other sub groups who got it didn't care about it. They used it to moderate comments in their torrents, and that was it.

Commie and co. went fucking mad with power when they got that option from nyaa. They didn't used to have this kind of power before when everyone used Tokyo Toshokan because comments there didn't quite work the same way, so attention whoring was kept to a minimum.

If you go to the nyaaarchive and look through old comment threads, you'll quickly see Herkz in almost every torrent. Every one of them is him being a faggot. Those are just the torrents he didn't delete. He deleted an untold number of torrents for the crime of competing with Commie or releasing in a format he didn't like.
He tried to do this a couple of times with subgroups who issued ultimatums on their work (IE: If someone better comes along, I'll quit subbing; or I'm really tired of this, can someone please take it off my hands). He tried it to Doremi Fansubs (who were the only group subbing precure) and later DreamingRoses.

Long story short being that he's just an attention whore who uses his mod powers to make the site a little shittier. If Nyaa wasn't better than TT in every way, no one would have moved for this reason. The sad fact of the matter is that no one cared about small sub groups, because no one cared about niche shows. So he was basically free to act like a faggot to them all he wanted.
