How else can I make Gnome look and act more like OSX Sierra?
Pls no bully I'm going to set up my imouto's laptop and she wants her gui to "look like a mac".
I'm currently testing the setup in a VM, and I have a dock, I have the OSX theme and icons, and I even managed to install the font used in Sierra. Anything else?

Let an OS embrace what it is. Stop this transOS shit.
The time sits in the top right, the trash is only found in the dock and the desktop icons usually sit in the top right corner.

install gentoo

how to make gnome like windows?

Pear Linux is probably as close as you can get.
But honestly, I don't understand why would anyone do it, if not just for temporary fun.

baka desu
hackintosh is what you want

I actually considered making a Hackintosh, but it looks like the laptop her school will give out has major compatibility problems with Sierra.

Funny you mention that. My sister's first laptop was a hand me down from me. I put Linux Mint on it, and gave it a windows theme. It took her a really long time to realize she wasn't using Windows 7

El Capitan and Sierra*
I guess I could install Yosemite, but it'll probably reach EOL when she actually starts her next school year

Making it look like Sierra is easy. Basically it's just wallpaper.
Making it act like OSX is way harder. Scratch the surface of Linux and you see the ugly side of life. Every application will expose the file structure that no user wants to see.
Hiding all that and making the desktop intuitive is what Apple spent millions of dollars and years of man-hours doing.
Even then, it wasn't completed until recently and some say it's still a work-in-progress.
