I had a laptop with that exact CPU and RAM, but even slower 32 GB eMMC storage. I clean installed Windows 10, debloated it and never had an issue with it speed-wise. Sounds like you just suck. At life.

Chalet OS, it seems quite good with most of it's functionality, it's user friendly, i don't actually know very well since i wasn't the one who tested it, but it seemed good to use. Try it, also there's Linux Mint, Debian, Ubunt, etc, but i liked the style of Chalet better

Lubuntu is shit, use Xubuntu
