A free video editor like Kdenlive will probably do

If you have a lot of videos that need the same image and have the same dimensions, you might want to look in to melt, which is a command line video editor using the MLT framework (also what Kdenlive and several other FOSS video editors use) and is perfect for batch processing this sort of thing.
