Are you proposing that OP is having random temperature spikes, can be taken over remotely and it really expensive compared to AMD products?

>having random temperature spikes
I dunno about you, but I get all hot and bothered whenever I read an Intel fanboy shilling overpriced HEDT crap.
>boot windows 10 random tempetarue spikes on some core when opening programs
>boot windows 7 open same programs no temperature spikes
WHAT IS GOING ON?

I too have temperature issues on 10, but with the GPU, not CPU. Anything "immersive" (start menu or any of those applications, including Settings) bring the GPU to P0, max clock speeds.
