When I want to convert tracks from FLAC to e.g. 320kbps mp3 in Foobar2000, the metadata is not saved. It's just exporting as an mp3 file with no metadata etc attached. Is there something I can do about this?

Not that unreasonable if he's using it for a phone without an SD card.

use picard to retag or retag manually, chances are the tags were incorrect or incomplete anyway

But couldnt he convert them to ogg?
select transfer >>60277782
metadata option from others menu

What phone only plays MP3?

Actually that's even more stupid when Opus exists.
Opus 128kbps vbr is basically mp3 v0 quality at half the file size.
nowhere near a perfect solution but you can use file operations to save metadata in filenames
Move operation:
$swapprefix(%album artist%)/['('%date%')' ]%album%/$if($and($greater(%totaldiscs%,1),$and(%discnumber%,%tracknumber%)),%discnumber%'.',)$if(%tracknumber%,%tracknumber%'.',) %artist% - %title%
4.03. Autechre - latentcall.mp3
then use Automatically Fill Values... in tag editor to read the values
