look for something with a quad core cpu, 8gb of ram and an ssd. then think about price and portability. you probably don't want to get one with a dedicated graphics chip if you want to save money.
as for linux, get oracle virtualbox and download a few linux iso files (ubuntu, mint, fedora etc) don't abandon windows before knowing how to use linux and you might not like it anyway.
most of the software you would be using should be avalable on windows and linux.
if not there are alternatives

and if you like pc games then it's best to stick to windows.
