Help /g/ I've come to a dilemma. This AMD X2 3600+ CPU idles

Help /g/ I've come to a dilemma.
This AMD X2 3600+ CPU idles at 56~60C at idle on the stock cooler with the fan on full blast and hits 77C on load. Through some research I've found out that this CPU is not supposed to hit 74C. Ambient is at 32C currently.

I've replaced the thermal paste and reseated the heatsink, but the temps just won't come down, the heatsink is hot to the touch so it should be making proper contact. Why is the stock cooler so shitty?

No, it's completely stock running at 1.9ghz. The motherboard is a GA-M61SME-S2 running the latest F10a bios.

Voltage regulation may be going to shit, or the CPU may now be leaking current like hell.

Get a new heatsink, that one looks like its interfering with the bracket and is preventing full contact.

Wow, your PSU is having some serious voltage swings. 12 volt line down to 11? The tolerance is +- 5%. You're over spec on +5V, and under on 3.3V.
Core voltages look fine. I remember my X2 5200+ was 1.35V.

Could be the CPU is practically shorted and it's loading down the PSU.

Heat sink should not be hot at idle.

OP, do you live in the states? You can find Core2Duo systems for $50, and that would be better than trying to figure out whether it's your CPU or PSU. Neither are worth replacing when you can get an entire computer for a few bucks more.

His power supply is going out if those voltages are being correctly read. I didn't even notice them. Athlon64 X2's ran fairly cool too, so it cant be the CPU causing it.

The heatsink gets pretty hot so I'm pretty sure it's getting proper contact, it pulled the CPU out with the heatsink when I first replaced the thermal paste too.

A hot heat sink points to the CPU using a ton of power. Since it's not overvolted (pushing current through it), I'd wager it's breaking down. It's probably leaking current like crazy which would load down the PSU and knock its voltages out of whack if it's at close to its limits.

Had this same CPU until 3 months ago.
First, CLEAN THE FUCKING DUST.
Second, replace termal paste.
Third, on Windows limit the max clock to 1800MHz.

Better option, buy a new compatible CPU or upgrade the whole system.
