Currently using my x220 flawlessly at 60% cpu, no issues, but 1080 vs 768...

First of all, you can just use google like any normal person that wants to learn how X works.
Second of all, GPU renders a video, that mean it sends images to your monitor.
Third of all, what you meant is encoding / decoding a video, which IS actually a CPU task. Storing millions of images would result in a huge as fuck file. So instead only 1 image is saved as the entire image, the next frame is actually only information about pixels and how they changes, how did they move from a different position and whatever. Each codec does this differently. Some codecs (like H.265) take very long time to encode videos, since they contain a shit ton of these, but filesize of the final video is much smaller than H.264 which is easier to encode.
If it's more difficult to encode it will be more difficult to decode as well. So shitty CPUs (today's intel) or ancient ones, or ones limited severely in power (mobile ones) have a hard time decoding some videos fast enough, especially higher resolutions.
