It already did. the x86 instruction set is what you see but under the hood modern processors have their own risc instruction set.

Never because there isn't enough costumer interest to purchase the processor.
The only exception is if there is a proven government backdoor in x86 processors, and some hacker used it to brick most processors in the world.
Then I will see it happening.
