Would it be possible to host a pirate site servers in space? Say you had enough money for a satellite and built one and launched it would that be legal?
Who owns the space rights?
If that's too much work how high must you be to be able to host something in an airspace nobody owns? Would it be possible with a drone, or army of drones?
