What TPU also does is they'll tweak settings to make things GPU bottlenecked in games where R5 outperforms i5. But when i5 outperforms R5? They drop the settings to make sure it can get a higher average.

It is because AMD's SMT is superior to Intel's (though the grand champion of SMT is still IBM's useage in POWER8). In practical terms each zen core is "wide" enough that there is no downside to having SMT on - it nearly always gives a good performance gain. Kabylake is "narrower" so hyperthreading can still give negative scaling at times.
