I just realized airport security has a lot more power in island nations. If the TSA won't let you into an airport you can still leave the US by driving to Canada or Mexico and then flying anywhere, but some places flying is the only option.

Usually you have the right to leave your home country, and you only go through customs/immigration for the country you're entering, but airport security can be a barrier to leaving a country.
