Gmail does not do this. Once something is taken, it can never be registered again.

They free up addresses from inactive accounts. If email is sent to that address, someone who isn't you will receive it.

Can't say I have a favorite. I use a few of the most popular. Overall though every one has had its share of problems. Email is a shit and not for the reasons all the hip Slack kids say. It's implemented poorly by nearly everyone.
