It really depends, 8 gigs is fine tgo get by on at the moment, but it can in some cases be a bottle neck.

The most likely time you'd run into this is having a new game open, plus having your browser open, along with some standard background programs running can pretty easily max out 8 gigs of ram.

16 gigs isn't super expensive either, and will be useful for a looooong time.

this is sort of true and definitely plays a role. Just generally "software as a service", "always online" etc are eating away at it. Just look at office 2007-2010-2013-2016. Aside from integrated Bing search and MS botnet/cloud shit 2016 has literally the same functionality as 2007, except it takes up three times the disk space and two times the RAM. Less than 6 years ago 1GB ram was fine for anything like web browsing, office etc. Now 4gb is touching the low end. We have fucking phones with 4gb ram

I fell for the 8GB(not really) (already had a 16GB PC), but I got Mobo+CPU+ 16GB RAM for free for building a PC and ended up getting the parts I was building because "things" happened.
Had 8GB from older PC I sold, took the 8GB before selling it since the one buying had a crashed PC that had 12GB, so I just swapped that into the one I sold. Got 16GB for free with the mobo I have now, ended up having 24GB for free*

Unused RAM is wasted RAM.
RAM won't fully fill since it will push things to pagefile to prevent program crash or in worst case BSOD.
With enough RAM you don't need the pagefile, but some programs don't work as intended without a pagefile so just make a tiny one at around 4-8GB or something.
Disable sleep and hybrid if SSD space is low instead.

In a primary gaming rig maybe. I currently use 4 GB in my second computer and don't run into problems except when I open ME Andromeda, the whole PC shutters like a 2002 Celeron then.

I'm going to upgrade to a newer platform with DDR3 and will install 8 GB just to be sure. I don't think more will be useful in a HTPC and 8 GB sticks are expensive.

It seriously depends on what you're doing. I've got 16GB and I usually hover around 11-12GB of ram used with stuff like browser open (10-15 tabs), LoL client open and optionally the whole game if I'm actually gaming at the time (Don't judge I'm addicted) and a couple of VMs for my homelab (Puppet master/couple of slaves/AD controller etc). I'm yet to start swapping but I'm always dangerously close (and swapping with my shitty HDDs would be a total disaster).

Current ram usage doesn't really mean anything. Last week we had a problem with our database server struggling with regular stresstests, we added more RAM and solved the issue with it. The dbms seemed to only use a certain percentage of what was available for caching, the moment it had access to more RAM it cached more and worked more smoothly.
