I looked up how tilt works, it's nothing inside the pen itself but instead a reading of the magnetic field near the tip and using the longest direction of falloff to determine tilt angle.

My guess is that the cheap USB tablets they came out with in the early 2000s have far fewer wires in their grid (we actually know this to be true) and fake higher resolution using mathematical upscaling tricks, but those tricks aren't capable of producing smooth enough falloff zones to generate accurate tilt info.
