It works both ways for your cpu and gpu.
It could run colder on a better power supply and motherboard.

Because it runs at turtle speed? If you overclock an i3 above 4.2GHz you start needing an aftermarket cooler.

Yeah I think you're right about it underclocking the GPU pretty hard, it usually runs at ~1911MHz Core in games.
I have a 1050 Ti and i3 because I'm a poorfag, I just need to buy a motherboard for my i7, and save up for a 1060 or RX 480
