Linux runs on more hardware than NetBSD. NetBSD does have the RUMP kernel though. It's an impressive piece of software engineering. So I'd say NetBSD is the most innovative FLOSS operating system.

As the years go by and distributed computing becomes more and more ubiquitous the RUMP kernel will become more important.
