I have my general license

Is it easy to convert these to reception only?
i would like to listen in on PMR and police bands but no operator license (they expire annually here and you have to take the exam over again.)

nobody will give a shit if you posess a ham radio capable of TX. just be sure not to hit that transmit button till you get your license, only focus on listening.
Ofcourse, this is only practically speaking. Officially it's ILLEGAL to have a TX device without holding the appropriate permit/license ;-)
I have this one, it works alright. They also make an 8w that might be a good upgrade.
I bought it for when I go on roadtrips with friends. I get about 4k mostly los from inside the car to another car.
I don't have my licence, but here in Australia there are 80ch's that are free to use, so I just keep them on that.

There's no way anyone can catch you so feel free to experiment.
Had big powerful HF rig and no HAM licence, used and abused commercial radio networks, never had any problems.
Stay away from hams. They're bad, bitter people.

this. it's actually pretty easy to mod an old raspi into an FM transmitter, doing pirate radio broadcasts on "dead" frequencies for over 4 years now.
