XNView is closed source but otherwise fits quite well. Then again it's not that lightweight - it's pretty powerful. Still, might be worth checking out.

I'm currently trying to get into simple game development.
I need only simple shit, like making background transparent, cropping, resizing, nothing much.
It needs to be as lightweight as possible, because my PC is trash.

I don't understand gimp. Whether you have a shitty computer or a high end enthusiast PC, it still takes forever to load. It's like it's hardcoded into it.
