There were only fifty of the Alpha machines. They were used to write the OS, tech demos, and early games of the XBox. There are some ways that bolt could get hot like that but the voltage would likely be very low and the current high. Not a shock hazard but a spark and heat hazard for sure. Might look like a ground bus. Might have been intended to be one. Unless you see it connected to ground then it's assumed it's not.

I haven't gotten it checked out. My only guess is that some capacitors have gone bad, but not enough to mess up the whole thing.

It goes through that whole spiel every time it goes into standby for an hour or two and I come back and wake it. I've found that I can turn it off after a certain cue and turn it back on, and it'll be warmed up and turn on normally.

I'd consider replacing it if it wasn't my last 1920x1200 monitor.
