If you go with Nvidia, there is a homemade plugin for Adobe Premiere to export to NVenc (Nvidia's H264 encoder on GTX cards), it massively improves encode time and saves you CPU workload. Highly recommend.

Get at least 16gb's of ram and a new, 10-series card. GPU and adequate ram are the most important things in editing really. With 8gb of ram, you'll be struggling with even 1080p footage.
