In olden times, some mechanical devices were driven using a hamster on a wheel. Modern CPUs use a similar technology, except that they've miniaturized the hamsters to the point that they can fit over a million of them onto a single chip. When you scroll the page, one of the hamsters has to run to reel it down for you. That hamster is not happy, and you're hearing it squeak.
Put a piece of lettuce between the CPU and heatsink to mollify your hamsters and quiet the sound.
