What's the best budget laptop to buy for around €400?

I like my HP chromebook 14.
However I only use it for schoolwork and plex, for about $200ish it's not bad. Also it has a free basic 3g plan which you can upgrade.

I got a refurb X1 carbon for 350 in August, still just werks.
Before that I had a Dell Latitude E6320 which I really liked, but I had to return it to work. I think you can get one for about £200 now.
You could get a refurb 2010 Mac but it's basically guaranteed to fail you within a year
Then there's the mid range HP/ Asus / Toshiba option, which all suck at that price. To quote another /g/entooman, it's always better to go for high end old shit rather than low end new shit.
