Familiarity with standard programming constructs (loops, functions, etc.) would help but I wouldn't consider it a prerequisite - all of that stuff is covered from the bottom up, just quickly. K&R C is very well written though...there's a reason it's considered a classic piece of technical writing.

C is a very low-level language.
If you want a good understanding of C, at some point you'll need to take a course on Operating Systems and basic Computer Architecture
