I hate to break it to you but those "million programs" are what is known as the "base system" without which you wouldn't even have a usable system. Now you could try Linux From Scratch if you fancy building your own base system

Number of packages can be misleading. Many other distros bundle a lot of the baseline tools in a small number of packages.

I assure you, you would need those same programs, more or less, on any other Linux bare system.

Try to do an LFS without downloading and/or installing a metric fuckton of packages to make it work on your machine. It won't be fun, and your Arch install wouldn't have been that much bigger.

What happened with the full transition to gtk3 with mate? They were only moving individual programs for a while.

they did it, now the old gtk themes look horrible and the ported ones have tabs that occupy unnecessary space and are broken in some regions

The theming was a problem for a while even before the full transition. 1 or 2 new programs would open Adwaita themed after each new release (unless you were using a consistent gtk2/3 theme I guess).

Just use an arch-based distro with installer to avoid the hassle
