I really want to make the jump to Plan9 and write software for it, but I'm worried about making such a commitment. On one hand there doesn't seem to be many resources available for gradually learning the system so it might be difficult, but on the other hand it might be the best tool to use when it comes to networked/distributed tasks that can scale. Is it worth learning a whole OS for, one that really doesn't have much support?

I planned to do it too.
It is just simply the best OS.
The plan for implementing stuff:
Usable modern web-browser (I'll take some minimal javascript engine like v7 and build the rest on top)
Video player (which basically means porting over ffmpeg)
GPU drivers (I have no idea how difficult it will be to port over the free linux drivers, but you never know unless you try)

after this plan9 will become just as usable as linux (for me).

As far as I think a good web-browser is necessary for plan9 to become popular as a hobbyist os.
Writing one in c or go could be a big step towards plan9 becoming popular.
Using a minimal C Javascript engine, and building a small dom on top of it might be enough for a start.
v7 or such is pretty space efficient, is easy to use, and fares alright speed wise.
Next is a CS/HTML renderer.
