Sygic. Uses TomTom which is superior to the alternatives for Europe.

Waze but I think it's region locked to France. Not sure tho

Why not get loads of data and use Google maps?

This depends of the OSM not the app. In my country (Poland) it works, in USA it doesn't work for example.

TomTom GO has some of the best Euro maps.

You get some free km's and it's relatively cheap for unlimited and lifetime updates. Or alternatively, find the cracked apk.
