Clock speed means absolutely nothing when comparing 2 completely different architectures. Look at Ryzen vs Kaby Lake. 3.5ghz Ryzen goes toe to toe with a 4.2ghz Kaby. Same with the OC ceilings. Ryzen only hits 4.0 at a max, mean while Kaby will do 5.0ghz most times. Yet overall performance between the two is similar at those clocks.
Even within the same company. My 980ti clocked to 1500mhz is less than 1% slower in some games than my buddy's 1070 at 1900mhz.
