You can easily go to around 1.3V and 3.8GHz on the stock cooler if you're using that. Maybe 3.9 at the same sort of voltage if you're lucky. Use the voltage offset option if you want it still to downvolt at idle.
Can you run the CPU-Z bench on that thing, please?
